In my opinion to be successful in any town twinning action it would be beneficial to use the project cycle management (PCM) which was developed by EU or another successful project management approach.
If we define the initial point of the twinning as ‘solution of a local problem or satisfaction of a prioritized need’ in other words if the project comes up to meet certain needs, stakeholders would adopt the process more tenaciously and the outputs of the process would be more satisfactory for everyone. In addition to this, when the problem or the need is properly defined at the initial stage finding the right partner to town twinning action would become easier and more accurate. I believe that the roles and responsibilities of the parties during the cooperation process should be written down in a clear and easy-to-understand way in order to have an easy manageable implementation period. During the town twinning action, it is also crucial to closely monitor what has been carried out in the field as well as the reports on paper.
I believe that a town twinning action having sound design and implementation phases would enhance the institutional capacities of our local authorities and also establish a strong basis for new cooperations.
