One of the fundamental elements shaping Turkey-EU relations is the establishment of a mutual dialogue and cooperation between the relevant parties. Projects developed by non-governmental organizations and local actors in Turkey and EU countries provide both parties with the opportunity to mutual learning. Town twinning projects serve as an important tool for local administrations to share good practices and experience and to mutually develop innovative solutions in urban living.  The success of town twinning projects very much depends on the ability of two cities to come together in order to resolve a concrete issue and to involve non-governmental organizations and the local communities along with local administrations in the process.
